Need to delete ODP customers without using the compliance delete

We are using ODP for personalizing content to our intranet user). Per our data retention requirements, we need the ability to remove users when they leave the company. However, since they can be hired back with the same email address and identifiers later, we need the ability to add them back to ODP in the future. We can't use the compliance delete feature because that permanently blocks adding back a users with the same identiiers.
